MIKE Rann has softened his stand against uranium sales to India, conceding that the exports would reduce world greenhouse emissions. South Australia wants to boost uranium exploration and production. It is already a big supplier of uranium, filling more than a fifth of the world's needs. But just months ago, the South Australian Premier branded potential sales to India as a "grave mistake" and "extremely foolhardy" as the Howard government moved to allow them, despite India not being a signatory to the nuclear non-proliferation treaty. But as miners line up to explore for uranium in his state, Mr Rann says a worldwide move to nuclear power would be "important in terms of dealing with global warming". Asked if he saw many countries increasing their nuclear power output, Mr Rann told The Australian: "Absolutely. China and other countries - India, Europe and Britain." Mr Rann's office yesterday denied he had changed his stance on uranium sales to India. "No, no, no," a spokesman said.

Mumbai (PTI): Negotiators of India and International Atomic Energy Agency will hold the next round of talks on the India-specific safeguards from January 16. India and IAEA, which have failed to reach a final `agreed text' in the third round, will have further consultations from next Wednesday to enable the "forward movement" of the Indo-US civil nuclear deal, according to Department of Atomic Energy sources. Since last week's talks were orignially considered to be a final round to prepare the agreed draft text which could not be completed, particularly on the issue of India's right to hold its strategic reserve to cater to lifetime supply to its civilian nuclear plants, both India and IAEA will have one more meeting, the sources said.
Critics Try to Sway Debate on U.S.-India Nuclear Deal

WASHINGTON (Reuters) - Critics of the U.S.-India civil nuclear agreement on Wednesday urged two international groups whose approval is vital to the deal to take steps to ensure it does not undermine global nonproliferation efforts. Nearly 100 nongovernmental organizations and 25 individuals made their case in a letter to the 45 nations of the Nuclear Suppliers Group, which governs international nuclear trade, and to some board members of the International Atomic Energy Agency, the U.N. nuclear watchdog. The letter, a copy of which was obtained by Reuters ahead of its public release on Wednesday, argued that the deal would "damage the already fragile nuclear nonproliferation system and set back efforts to achieve universal nuclear disarmament."

India to Test New Long-Range Ballistic Missile in 2009

NEW DELHI (Reuters) - India is to test a new version of its longest-range ballistic missile capable of hitting targets more than 5,000 km away, its top military scientist said on Tuesday. The long-range Agni III+ missile is currently in the design stage, said V. K. Saraswat, chief controller (R&D) of the Defence Research and Development Organisation. "We are looking for trial in early 2009," he was quoted as saying on state-owned Doordarshan television during the Indian Science Congress in Visakhapatnam, in the southern state of Andhra Pradesh. India's indigenous missile programme has built short- and long-range missiles, including one that can hit targets deep inside China. Last year, India successfully tested the Agni III, which is capable of carrying a nuclear warhead more than 3,000 km, scientists said.
India, IAEA Fail to Finalise Draft Text

Mumbai: India and the International atomic Energy Agency (IAEA) have failed to finalise an agreed text for India-specific safeguards during the talks last week, particularly on the issue of New Delhi's right to hold its strategic reserve to meet lifetime supply for its civilian nuclear plants. The four-day talks that concluded on Saturday were orignially considered to be a final round but the draft text could not be completed, IAEA sources said. There was also no meeting point on the issue of corrective measures to be undertaken in the event of stoppage of fuel to power plants, the sources said. Therefore, there would be yet another round of talks in Vienna, probably next week to finalise the agreed text. Otherwise, India would not be able to meet the deadline, they said.
CPM Vows to Oppose Any Strategic Alliance with the US

MADURAI: Sharpening its attack against the Indo-US nuclear deal, the CPM on Tuesday charged the United States with trying to make India a 'junior partner' through strategic alliances and vowed to oppose any tie-ups with Washington in the nuclear and defence areas. "Strategic alliance with India and independent foreign policy cannot go hand in hand. We will oppose every joint strategy with the US whether it is civilian nuclear or defence agreements," CPI-M General Secretary Prakash Karat told the party's 19th state-level conference. He said the policy of economic liberalisation in the Eight South American countries had failed, prompting them to oppose the World Bank and the International Monetary Fund and turn to Left ideologies.
Pakistan, Iran to Sign Gas Pipeline Agreement Next Week

ISLAMABAD, Jan. 7 (Xinhua) -- Pakistan and Iran will sign an agreement on the proposed Iran-Pakistan-India (IPI) gas pipeline next week, a minister said here on Monday. Pakistan's Minister for Petroleum and Natural Resources Ahsanullah Khan told a news conference that Pakistan and Iran were moving ahead positively on the IPI gas pipeline project and the Gas Supply/Purchase Agreement would be signed next week between the two countries. He said that India would be most welcome to join the project when it was ready. However, the Pakistani minister did not say where the agreement would be signed, but said the venue was to be decided. Over the weekend, Iranian Ambassador in Islamabad Mash-Allah Shakeri also hinted that a final agreement was expected by Jan. 25.
Pachauri Supports India's Nuclear Power Quest

"Nuclear power in my mind will have a place in overall scheme of things. Firstly, it is a clean energy as it does not emit any green house gases. Secondly, to certain extent, it would offset the pressure on fossil fuel," Pachauri, chairman, Intergovernmental Panel on Climate Change, said. In next one decade, you will not get a major chunk of energy from Nuclear power. Only six to seven per cent of energy need will be met. Left for India Getting N-fuel, But Scrapping Deal with US

NEW DELHI: Two days after the UPA government made the familiar “we-have-not-given-up” statement on Indo-US nuclear deal assertions, top Left leaders reaffirmed their opposition to the 123 Agreement. Playing down external affairs minister Pranab Mukherjee’s statements on going ahead with the deal, the Left sees little hope for the 123 Agreement. With the nuclear deal soon to take centre stage in the political scenario, general secretaries of the CPM and the CPI — Prakash Karat and A B Bardhan — on Sunday firmed up the Left position on the issue. During an hour-long meeting, the leaders decided that the Left will stick to its opposition to the 123 Agreement. However, the Left is concerned about India being denied nuclear fuel from other countries, like Russia and France, if the safeguards agreement with the IAEA is not in place.

Indian Foreign Minister Pranab Mukherjee said New Delhi was still trying to find ways out of the face-off with the left parties, who have threatened to end support if the deal is pursued, but did not indicate how a solution could be found. "No, I have not given up," he said in an interview to the Press Trust of India (PTI) news agency. "We are working on how we can proceed."
